Skilled Professionals Without A Job Offer Can Migrate To Saskatchewan

In a bid to attract the best and brightest of migrants amidst the global competition, Saskatchewan, a province of Canada, has published a 5-page list of occupations which are in demand in that province. To make the prospect of migrating to the province even more attractive for high skilled applicants, Saskatchewan is inviting applicants without the requirement of a job offer.

This new program from Saskatchewan follows the announcement of Quebec’s program prioritizing nurses a few months ago.

Though the Canadian Federal Skilled Worker (FSW) Program only has just 24 occupations on its list, the Saskatchewan program is widespread and gives preference to applicants with experience in any of the 200 occupations listed by the province.

Also, work experience within the last 10 years is taken into account for the Saskatchewan program while Quebec only considers a person’s experience in the last 5 years. The program is initiated with intake to start on 2nd Jan, 2014.

However, as per the quota allocated for the Saskatchewan program will not be as big as the 20,000 allotted under Quebec’s program and accepts only 250 applications in the year 2014. So, interested and qualified individuals are advised to apply early.

Effective 2nd Dec, 2013, here are a few of the highlights under the newly announced Saskatchewan ISW (International Skilled Worker) Program:
  • The program is for people who wish to migrate to Canada (Saskatchewan) and settle in Canada as Permanent Residents. It is not recruitment for jobs.
  • Applicants aged between 18 and 50 years will gain points.
  • Applicants do not need a job or employment offer.
  • A university degree of at least 3 years of study is preferred.
  • Applicants do not need to have a relative living in Saskatchewan. However, people who have close relatives in Saskatchewan will gain bonus points.
  • Applicants need to possess English language proficiency. French is not necessary and is not relevant to Saskatchewan.
  • As a minimum threshold to apply, applicants must have at least 1 year of work experience in a skilled position in the last 10 years.
  • Work experience should be in one of 200 listed occupations.

Canada Immigration under Federal Skilled Trades Program

Citizenship and immigration Canada have opened federal skilled trades program recently. In 2013, the citizenship and immigration Canada (CIC) may process 3,000 applications. This is helpful for people who fall cracks of the CEC (Canada Experience Class) and FSWP (Federal Skilled Worker Program). The applicants must meet a few requirements to get eligible for the program.

The requirements are as listed below:

·      The applicant should have at least 24 months of experience in any of the trade related to the occupation list during the 5 year duration before their application. There are 43 trades designated by CIC, to get eligible for the program. If the occupation is not relating, the application will get rejected. Hence, applicants need to check the government CIC website to clarify whether the quota is there for the occupation before going to start the application proces

·      Applicant has to be a full-time employee in Canada from up to two companies (or employers) on the whole for a period of one year in the skilled trade. Full-time in Canada is 30 hours per week, the applicant need to have an offer of 15 hours each from two employers per week. This requirement is because; most Federal Skilled Trade Program holders must obtain a job offer from companies who got positive Labor Market Opinions from Canada Human Resources and Skills Development (Canada Service). Instead, candidates do not need a job offer if the person possesses a qualification certificate from a territorial or provincial apprenticeship authority

·      As described by the service Canada, the applicant must satisfy the requirements of employment of the skilled trade by NOC (National Occupational Classification) system

·   It is obligatory for candidates to exceed or meet minimum language thresholds. The language requirements for FSTP are highly lesser than that of FSWP and slightly lesser than the CEC. Presently, the applicants of FSTP must achieve CLB (Canadian Language Benchmark) Listening and Speaking 4, Writing and Reading CLB 5. For people who are taking IELTS, Listening 5, Speaking 5, Reading 3.5 and Writing 4

·      To finish with the requirements the candidate must plan to stay outside of Quebec

For whom this program is?
At a quick look, one may wonder about the benefits of FSTP. All the occupations that are eligible for the trade program are also eligible for the CEC. As CIC has reduced the requirement employment experience to one from two, won’t many people who are suitable for the FSTP also be suitable for the CEC, and no trouble about quotas and caps.

Added, if the person has an employment offer from an employer of Canada that qualifies for the FSTP program, then they can also have arranged employment, under which they can qualify for skilled worker program.
